Why CELPIP converts one-to-one
IRCC's chart treats a CELPIP score of 4 to 9 as the same CLB level. A score of 10 or more is CLB 10+. A score below 4, or an M on your report, is below CLB 4.
That makes the conversion simple, but one rule still matters: each skill converts on its own. Say your results are Listening 9, Reading 8, Writing 7 and Speaking 9. Your CLB levels are 9, 8, 7 and 9. You meet CLB 7 in all four skills, so you clear the Federal Skilled Worker minimum. Your Writing is the skill that sets your floor.
The Average Score doesn't count
Your CELPIP score report shows an Average Score next to your four skill scores. IRCC doesn't use it. Programs set a minimum CLB for each skill, and the calculator above checks each skill the same way.
So an average of 8 doesn't mean CLB 8. If one skill is a 6, you have CLB 6 in that skill, and any program that needs CLB 7 in all four will mark you short.
CELPIP-General or General LS?
There are two CELPIP tests, and they're accepted for different things.
- CELPIP-General tests Listening, Reading, Writing and Speaking. IRCC accepts it for Express Entry, PGWP and citizenship.
- CELPIP-General LS tests Listening and Speaking only. IRCC accepts it for citizenship only, where the requirement is CLB 4 in speaking and listening (ages 18–54).

The jump from CLB 9 to CLB 10+
In Express Entry, your first official language earns CRS points per skill. Without a spouse or partner, CLB 9 earns 31 points per skill and CLB 10+ earns 34. With a spouse or partner, it's 29 and 32.

CELPIP 9 in all four skills gives 124 points without a spouse. Moving every skill to 10 or higher gives 136, the maximum for this part of the CRS. Scoring 12 instead of 10 adds nothing, so aim for 10 and spend the rest of your effort on your weakest skill.
