CLB 5: CELPIP, IELTS and PTE Core Scores
CLB 5 is CELPIP 5 in a skill, or IELTS 5.0 in Listening, Writing and Speaking with 4.0 in Reading. It's the minimum for the Canadian Experience Class with a TEER 2 or 3 job, and for a PGWP after a college program.
CLB 5 scores on each test
| Skill | CELPIP | IELTS | PTE Core |
|---|---|---|---|
| Listening | 5 | 5.0 | 39–49 |

What CLB 5 in every skill qualifies you for
Meets the language minimum
- Canadian Experience Class (TEER 2 or 3 job)
- Federal Skilled Trades
- PGWP (college program)
- Citizenship (ages 18–54)
Needs a higher CLB
- Federal Skilled Worker · Needs CLB 7
- Canadian Experience Class (TEER 0 or 1 job) · Needs CLB 7
- PGWP (university program) · Needs CLB 7
Language is one requirement of each program. Meeting it doesn't mean you meet the others.
CRS points at CLB 5
| Your situation | Per skill | All four skills |
|---|---|---|
| Without a spouse or partner | 6 | 24 |
| With a spouse or partner | 6 | 24 |
Who needs CLB 5
CLB 5 is the minimum for three groups:
- Canadian Experience Class, when your Canadian work experience is in a TEER 2 or 3 job.
- Federal Skilled Trades, for speaking and listening. Reading and writing need only CLB 4.
- PGWP after a college program. A university program needs CLB 7.
Meeting CLB 5 means you clear the language requirement for these programs. It doesn't decide whether you're invited in Express Entry; your CRS score does that.
CLB 5 and your CRS score
CLB 5 earns 6 CRS points per skill without a spouse or partner, 24 for all four, which is the same as CLB 4. CLB 7 in all four earns 68. If you already meet your program's minimum at CLB 5, the extra points are the reason to keep improving.
From CLB 5 to CLB 7
The gap from CELPIP 5 to 7 is mostly about control under time pressure: finishing the Writing tasks with time to check, and answering every Speaking task with a clear structure. Timed practice on your weakest skill pays off most, because programs check each skill on its own.
