Why people aim for CLB 9
CLB 9 is where language becomes a big part of an Express Entry profile. Without a spouse or partner, it earns 31 CRS points per skill, 124 for all four. That's 56 more than CLB 7 and 32 more than CLB 8.
It also matters beyond the language section itself. The CRS gives skill transferability points when strong language is combined with education or foreign work experience, and those reach their highest value when all four skills are CLB 9 or above.
CLB 9 on each test
On CELPIP, CLB 9 is a 9 in each skill. On IELTS General Training, it's 8.0 in Listening and 7.0 in Reading, Writing and Speaking. On PTE Core, Writing has the narrowest window: 88 or 89, since 90 is CLB 10+.
Getting the last skill to 9
Most people who miss CLB 9 do so in one skill, often Writing or Speaking. Those two are scored by raters on Content and Coherence, Vocabulary, Readability or Listenability, and Task Fulfillment, so a single weak criterion can hold the whole score at 8. Get feedback on all four criteria for each response, then fix the lowest one first.
